native first person and oculus rift support. But now you have the rift in a consumer version. You'll have a motion controller + omnitreadmil for movement + a mod to copy motion controller location and gun location.
turn controller sideways and use as a steering wheel.
GTA IV already has VR support modded in, so all I need is an Oculus Rift.

yes, but gta5 already looks as good as / better than this on the pc

Depends on how Rockstar handles the files / modding support. Not sure how well it would go with the online community for this being so large; cheating / hacking / allowing changes in files can go the wrong way.

considering the console versions seem to have mods I take it that it should be pretty easy on PC HOPEFULLY

You definitely need to pick out the right version / tweak it to make it look as good as it does in the video.
That's part of the reason I really don't like using graphics mods as much as seeing them is because of the fact that almost all of them are intrusive with oversaturated colors and bloom.
i wish i could play vanilla gta4 without my computer turning into molten slag.
So what kind of rig would be needed to do this on a playable level?

Get off of 1.0.7.0.
1.0.4.0 is way better.

It looks... weird? A little cartoonish maybe, similar to GTA V? I dunno, previous versions looked pretty convincing on screenshots

Newer ENBs which use shaders by dax work fine on 1.0.7.0 with every effect.

Holy crap I'm glad they got rid of that oversaturated brown aesthetic, that just made the game tough to enjoy
