Honestly at least a decade in jail would be good for these kind of people.
Same way with how some states have minimum sentences, just make it so they're put in for 10%-20% of their life. That way they can recoup losses in resources, and get taught a lesson.
But fuck, a twelve year old? One that wasn't even a squeaker. I'm surprised that there are people that are that fucked.
