It wasn't uncommon for German soldiers to go without rations and likewise German citizens had an extremely hard time coping with the sustained bombing campaigns by the allied powers. Even if food was produced in some way or another, the chances of the food reaching a certain destination in the years of 1944 - 1945, was pretty bad. Another thing to note is that Germany was always having issues with food, even during the war. It was one of the main reasons why they wanted to goto war in the first place. The hope was that by conquering lands that had been lost in the First World War, the German people would be able to self sustain themselves. This is not to state that people in the camps didn't have it bad, but the food situation in Germany and it's occupied territories were pretty shit all around.
