After watching that video you just posted, it looks like the one making the sounds is her brother, who seems to be handicapped in some way.
She should carry pepper spray, a stun gun, and/or rat spray.
The more I look into it apparently this gang stalking thing is really huge. There's tons of people claiming to be stalked. It's probably schizophrenics enabling other schizophrenics by convincing each other it's all a conspiracy. Creepy how many of these people there are, textbook schizophrenia cases, going untreated. Even caring for other disabled persons.
