Depends on how you use them. Ibotenic acid (a highly neurotoxic compound present in fly agaric mushrooms) can kill you, but it's converted into muscimol when taken orally so there's no chance of it ever reaching the brain. But if you inject ibotenic acid directly into your brain, you'll get a lovely case of brain lesions.

They are but bears might have stronger resistance to them so I have no idea how they would affect a bear.

Apparently it also happens if you dry them, something about decarboxylation wherein it removes certain parts from the chemical formula and causes it to become a different chemical.
So drying the fly agaric and brewing it into a tea of sorts is far safer than extracting the juice and injecting it raw. Either way, apparently fly agaric was popular amongst indigenous Siberian peoples, AND it apparently was the inspiration for the size-changing aspect of the Alice stories, since the effects sometimes include certain mind changes that cause the partaker to perceive themselves as bigger or smaller than they actually are, which in turn may have indeed helped with the inspiration for the Mushroom powerups in the Mario games.
