Looked like a last-second lane change by the car and if the motorcyclist was going a bit too fast he wouldn't have been able to slow down. However the car did use the indicators so the motorcyclist is in the wrong.

both parties were at fault here, mainly the motorcyclist though. You're meant to indicate BEFORE changing lane to show intentions, which this driver did not.
