I'm only level 21 in sneaking this never should have happened the game is broken I don't want to live anymore
I'm not sure why you'd call this game broken because of this glitch, there are tones of worse ones that actually break quest lines and shit but even then it'd be stretching it to call it broken.
This happens to me so much, I would literally be crouching infront of someone in a dark corner and he would be staring at me, and then walk away.
I proceed to shoot an arrow into their back and the process repeats.
it's very generous stealth. I like it because of how much room for error on there is on the game's side, they give you some room to fuck up or work around the game's glitches and such
Yeah, otherwise you could be killed and have a frustrating moment AND WE WOULDN'T WANT THAT IN A GAME.
Get stealth to 100 and get shadow warrior, it doesn't work right alot of the time but when it does it's fucking gold!

I hope it won't repeat itself when I transfer my saves to my legitimately owned version of the game
It seemed to me that the NPCs in the thieve's guild quests, such as these fellows, aren't quite as attentive as regular NPCs. I don't know if I was imagining it but it makes sense so you don't have to be high in sneak to do the quests.
I thought i got a steam message at 0.26
