Ok so a quick googling revealed that this an OVA series with three episodes and that the kamikazi one is the second of the three.

I thought that the animation style looked really familiar, then I realized it's because it's from Leiji Matsumoto, the same guy who did Interstella 5555.

It was a guided kamikaze missile the Japanese used during the war. Since the technology wasn't good enough to have radio controlled or heat seeking weapons, they had to fly them in manually.
