It's not racist at all. I had a white friend with an afro, and he got a ton of attention for it, most people wanting to touch it. It's just something that isn't common, so people want to know what it's like.

White people are already allowed to be as white as they want to be, when black people "act black" they're looked down upon for it (usually by white people)

Might have something to do with the fact, that generally speaking, white people constitute the majority and as such constitute the majority culture. Not to mention that most naturalistic asians will usually adopt the majority culture to a large extent as such.
So you have a huge segment of society which considers certain behaviour, certain values and actions normal and accepted. So when someone shows up and acts contrary to these values they are often perceived in a negative light.
This isn't as much racism as a cultural effect.
Racism itself has many different roots and causes and some aren't tied as much to race as they are to cultural actions.
Consider rednecks and how the majority society views. While they are racially white, their culture is seen as something negative, something to be avoided. Would you consider a person who doesn't like redneck culture and is white as a racist? It's the exact same as someone from the majority culture not liking black culture.
As far as the video goes though - I laughed.
