The real issue is that seating areas can be designed way too small; based on the size of the individual, a man's legs can encroach on the bounding volume of the neighboring seats. I've used my local transit for 5 years, and many of the busses in rotation have not enough room from my seat to the seat in front of me, leaving me absolutely no choice but to angle my legs to the sides. There are many reasons why someone may sit like that.
I mean, those are full on tennis balls. Average testicle size is a bit smaller than that. Maybe I'm weird because I'm skinny, but I can cross my legs with no discomfort. My junk sorta sits... on top of my legs? It's hard to explain? Like I can maneuver them so that they aren't being pinched but that's always awkward do do because then I need to manually adjust. But I also don't wear tight pants for comfort reasons so that wouldn't be possible in those. I do "manspread" on public transport though, but mostly because I'm so damn tall my legs wont fit so I gotta get into an awkward position. My default stance is to spread legs but when somebody needs to sit down I attempt to make room. Usually people don't pick up on this body language, though.

afaik (and correct me if i'm wrong here) but the issue with "manspreading" - at least as far as the Madrid legislation goes - mainly has to do with people who take up like a whole seat, or just generally way more than necessary. though if people are really having an issue with just having a reasonable angle to be comfortable and not squish the fuck out of your balls, then that's kinda shitty anecdotal and doesn't really speak for everyone i suppose, but i know several guys who have no problem sitting even with their legs crossed. maybe they all just have small balls or something idk
Many men can not sit with their legs squished together comfortably because of hip structure.

I'm quite tall so if I cross them, they extend into the aisle. I basically have to stand regardless, if I do sit, I can't clamp my legs shut. For one, I have misaligned hips, sitting with my legs closed is quite painful for me. Sitting with my legs crossed leads to the aforementioned problem, and isn't comfortable in the least for my assuredly average junk. I get that not everyone has this problem, but I don't get how some people go "no one has this problem"
