'chrome uses a ton of RAM' is a common misconception caused by a flaw in the Windows task manager. Chrome's processes use pooled RAM, but task manager doesn't know about that, so it thinks the processes all accessing this pool of RAM means they're each using a lot. Actually they're using much less than it looks like.
This is also why task manager can sometimes display you as having used more RAM than is installed in your computer.
Chrome still uses a pretty decent amount of RAM though.

I don't necessarily give a fuck about each individual Chrome process' usage, but if in the performance tab my overall RAM usage is practically near the top AND Windows is kicking and screaming and threatening to kill shit at random because of how little free there is, then there's a problem.

I run 8GB RAM and I can have Photoshop, Android Studio and like 10 tabs open at the same time without a problem. Sounds like this is a problem with your PC, have you tried running MLG Antivirus 2015?

When I got a new computer a few years ago, installing Chrome took the IE shortcut on my desktop and changed it into a shortcut to Chrome (still being named "Internet Explorer"), and I thought it was hilarious. Anyway, maybe that's why it's called "Internet Explorer" in the video.

No it does in fact use a lot of RAM.
If you don't trust Windows' task manager then have a look at Chrome's own memory measurements by navigating to chrome://memory-redirect/
It shows much is shared between processes and how much is private.

I have 16GB and I sometimes get the low ram notification, I start to get pissy because what is this bullshit, but then I realize that I have Unity, MonoDevelop, Photoshop, 2 windows of 3ds Max and like 50 tabs in chrome all open at the same time.
