That being said, I'm sure this commercial would be depicted in both English and Cantonese since both are official languages of the city.

Unless you encrypt the signal in a way the phone expects, I assume it will just be received as junk and ignored.

You'd have to set up a fake base station, have better signal strength than the real tower, and then jam communications for a while so all the phones have to find a new tower. All of which is extremely illegal, since jamming the airwaves is a really fucking good way to disrupt emergency communications, like someone calling for an ambulance.

Either way not everyone would whip out their phone all at once. They've all got their ringers on and I know at least one of them would have some crazyass song as their tone. I know I do. Fake af but still a good ad.

It's "possible". It's not feasible in the slightest to do, not even factoring in the legal trouble you'd be in for jamming everyone's phones.
When someone says that something is possible, can't you just agree with that fact and move on? Arguing about the legality of it is pointless. We all know it's illegal. No one is challenging that fact. Shit, it's like you all sit on your computers all day just waiting to pounce on someone for no damn good reason.

Android phones usually have a lot of bloatware programs installed, right? If movie theaters could co-operate with phone vendors, they could possibly make one of those bloatwares accept Bluetooth connections from the theater to play the phone's set ringtone with a fake "EYES ON THE ROAD" message being displayed on the screen. Would be much more effort than it's worth, but possible.
In Norway, the police can send out mass texts to areas they choose, it's quite possible they got help from the police/service provider, but with the bazillion camera angles it's a bit hard to believe.
