Wait so it completely misses the tilt of earth according to seasons, instead talks about cloudy days. Because in winter here we get very little sunlight, winter in which we need the most energy to keep our houses heated. And network of electricity would make us vulnerable as the electrified states could blackmail us for electricity in winter season.
But still good solar panels would help the poorest countries with their supply, and us up north? Not so much.

It says at the end: "For say, Finland or Seattle, effective solar energy may still be a little way off."
That being said, energy storage seems to be a really good path to invest in, especially if it can hook up into the existing grid. I'm thinking if every house had energy storage similar to a hot water heater in size and in their basement, it could be a good way to smooth out the power draw throughout the day. It'd be a great alternative to ramping up power production in preparation for peak hours.
And then just get the storage recharged by a combination of using the grid, as well as solar power.
