I think they are, otherwise they'd constantly shock.
I've seen a full episode of this. Seeing some weedy dude wearing drunk-goggles navigate his way through a forest of cacti while singing "You are so Beautiful to Me" and screaming like a girl every other line with his voice cracking everywhere... yeah, I don't really need to say anything else, do I?

Some shock collars are triggered by planting 'invisible fences'. Its when there's a wire system planted somewhere like on the borders of your yard so if the dog gets too close to it it will trigger the shock.
