As stupid as it sounds it's covering their asses, because there's always some idiot who will point out that its not free because you need the base game which you pay for, and in the past some said idiot took a company to court for this shit and won it.
Any content that gets released for this game, no matter how good it is or how much content there is...I won't actually view it as DLC or anything that deserves any praise to its creators because the released product was so hollow that it was obviously just not a finished game that lived up to the standards it should have (you know, the standards of like, a game that's for playing You know, one that's done and stuff).
To think that in about 5 months we will finally get two maps that are from different areas ie the Death Star and Cloud City. I don't necessarily want new characters, but cycling through all the maps on December I haven't played this game since.

I'm not going to blame the creators for what was likely a rushed deadline by EA, which they are known for doing. 9 times out of 10, the lack of content in a game is due to the publisher either rushing the deadline just to get it out, or cutting it up for dlc later on.

to be fair, the Outer rim DLC does have new environments, same planets but places we have not been yet, Jabba's palace and an AT-AT factory
