this is a perfect representation of every single time i attempt to play street fighter against my mates
they have perfect blocks and i never land a hit.
I'm not sure what that does at all.
So is this actually an AI that reacts to the enemy and perfectly counters them or just a linear "perfect" recording of someone trial-and-erroring until he got the ultimate solution, caus I'd love to see it fight itself.

I was trying to find a human fighting it but I could only fight tool assisted vs tool assisted

Tool asssited means that we use integrated tools into an emulator to do a very nice and flashy and usually near-impossible playtrough of a game (like doing a special attack and then a super the moment the enemy is defeated, so the effect is uber cool in a slow-mo that requires a 1-frame input to be done).
This also implies abusing a Random Number Generator protocol to have it in our favor - like in a rpg, never gettin random encounters or having always critical hits. Not cheating, just manipulation of the game into the game by using frame-to-frame memory reading.
The tools used for it?
Proper emulator (it's necessary a specifical version)
Savestates
Re-recording feature
Some testing to find a proper set that won't mess up the registration
Fraps or other tools to save the video in avi-flv-3gp the fuck.

Holy shit snake used a fucking grenade to launch himself back up to the stage.
How much of that was legit able to be done ingame? I saw a shitload of teleporting back to the stage during the sudden death round, but I didn't see anything out of the ordinary like that during the initial battle.

Nobody is saying anything about skill. The OP literally said it's about making a flashy looking fight, which it does.

He parried every single part of chun-li's super (which is RISKY AS FUCK especially when 1 wrong move would've lost him the match) which he then followed up with a small combo into his own super and won the match.

And that 1 wrong BLOCK would have fucked him seeing as the chip damage woulda killed him. Dat's a lot of parries.
