It's the source engine, so it's certainly possible.

You need to download a mod manager/launcher that acts as connecter between host, steam server, clients.

Most of the times, both US and EU servers are active, but some people didn't get used to the launcher and many games never get played, because people fail to connect.

If launcher/mod manager isn't active, the player will fail to connect ingame.

Lobby creation is done via website, after you login and select the right mod you wanna play.
