Did that guy really expect anything to come from yelling at the cop? Or did he just want to get a nice view of the cop's face?

Wasn't that video taken by a Russian Officer or something and that's why they listened to him and all that? Pretty sure the backstory was they shit their pants because he was a higher up.
Hell, if I was a Detroit Police Officer, I wouldn't stop either. They'd probably try to murder me.

However i know of some departments that actually require it as per their policies. So it really just depends, I know most cops wear them while cruising and on patrol. Other keep it off while going slowly though neighborhoods (they want to be able to get out fast or have mobility if someone tries to ambush them.)
