I think if I ever wanted to go to another country with a different language it'd be japan... although they have shitloads of paperwork I hear, I hate paperwork.

It might not save you from a building dropping on you, but at least when they find your twisted and battered remains your face will probably still be recognisable.
It's for protection of small debris, like small stones and rubble falling from a building during an earthquake. You should watch some videos of earthquakes in japan, then you will understand.
