because they're not, and masks are common to use for these forces.
They probably wear them to hide their identity from people watching them from far away.
They'd probably snap a picture and send guys to kill him.

That happened in Costa Rica
The woman said: "I dont have money to fix the* gate".
The guy did take that pretty well considering he was hit by a large metal gate.
He just got back up and continued.
He was trying to save the woman from being crushed by the metal gate, luckily it missed her by an inch

Not really a massive failure, he was trying to warn the woman so she didn't get crushed by the gate. He got right back up and went into the house anyway.

As said above they are to hide the identity of the officer. They are also used for intimidation, same goes with gas masks.
