The distortion heard in this video is caused by audio levels being too high when being captured onto a computer. Most likely, the person who captured the tapes onto a computer didn't realize they had to use Line In for audio, and turn down the sensitivity until it stopped peaking.
Funny videos, though. Very different from my local public access channel, which has mostly boring talk and art shows.
