At least with regular sovereign citizen craziness they point to some obscure law, or, something in the constitution, but I feel like this was the product of some madman who noticed a few parallels between terms we use to describe boats, and terms we use to describe people, and then he, being an insane person, concluded that we are all legally boats or some shit and created a whole fake history in his mind which he somehow convinced other people of. Then, he made up a bunch of nonsense phrases like 'accepted for value' that sounded official and economic because he's on a roll. All to meet the end goal of getting out of debt.
And somehow, other human beings believed him.
