Like, I might as well be overreacting since this very well likely has to be fake, and this obviously isn't the first time someone has done this, but this is honestly really awful with or without actual context of purpose: a young adult man (claims to have) shipped his unsterilized, unscreened bodily fluids to a number of people, including a minor, with a possibility those same bodily liquids will contaminate other people's letters + packages upon transit.

There's no way I'm the first person to look at this video and say "You know, I should probably report this as a potential crime." Besides, it's a bit too early to be celebrating, it could just get tied up in bureaucracy.
I also don't have to be the only one here to help. That said I have no idea what the best course of action here is. Flooding their system with reports might wind up being counterproductive. I also don't know if notifying other authorities is wise, or who to even contact. JoeySalad's local PD? The PD of one or more of the recipients? Is mail crime a federal matter?
