The directors do know that if they made this serious and grounded they may have finally sparked some activism and discussion in a country that is so frustratingly ignorant of what their government is doing to them. But nope, it's just Nick Cage finding "the terrorists in the internet haystack", Joseph Gordon-Levit's awkward fake deep voice, a bunch of melodrama and that chick from Divergent who is a superstar for some reason.

Even if it is a great movie that accurately portrays what happened, the whole reason Snowden revealed his identity is so people don't focus on him and instead focus on what the NSA is doing
