I'm glad that they don't look like "Puddin's" anymore, I think I got used to it, but jeeze, the Sims 3 sims all looked strange.

You can do that in Sims 3.
At least the walls of the room, I'm not sure if it saved furniture like Sims 4.
Build mode, Blueprint option.

There's that blueprint feature that sounds like what you're talking about in TS3.
Not sure if you can add your own rooms to it but you can definitely place premade rooms with furniture using it.

I'm loving everything about The Sims 4 so far. Only thing that kind of bothers me is the fact that the sims look tiny compared to their house walls. I don't know if its just me or what.
I hope it will be easier to create horrible mutant freaks living in the worlds most dysfunctional family
though what always bugged me that you couldnt create truly hideous sims. no matter how disfigured your sim looked, the others always treated him like every other sim
