Pretty much, the gel starts all stuck together. Once the bullet enters, it rips open a temporary cavity. Once the cavity snaps back shut, any gas particles inside the cavity spike in temperature and pressure with the decreasing volume of the cavity compressing the particles, causing what looks like an explosion.
