every on the street youtuber's dream come true. that was great tho. i was first expecting this to be too good to be true and to instead see something mediocre that could've debatably been staged or some shit, but nope god damn that was a legit chase involving a ton of people. if this somehow was faked I wouldn't even be mad, just impressed. wish it had english subtitles tho cause I'd love to know what's being said. also was that the fucking hit-and-run'er that honked her horn just after she hit that person?? god damn lol.

Just Santa telling the hit & runner to stop when he reaches her and calls her a bitch when she escapes. He also mentions the victim is an old woman since it's not very visible on video and hopes she'll be alright. Interestingly, he tells during the escort how he wanted to be a cop but failed the exams.

Why was he following the police? I don't understand the language but I'm assuming he was being given an escort so that he could testify/present his recorded evidence. Also, how did they handle the hit and run lady? Did a van come by to pick her up to go to the station off camera?

I think there's two ways to look at it. I understand in the spur of the moment, they took off after her, I mean you just saw a person get hurt and the person responsible took off. Kinda of a citizen's duty. Did they create chances of more accidents? Absolutely, but they also stopped the person responsible BEFORE they could hurt anyone else in their getaway. I understand both cases and luckily there wasn't another accident.

A warrant would have had to be placed which, depending on the type of accident, may not even be actively pursued (in the OP's case it would've been, but veger's second video would've been an instance where it wouldn't have as far as I can tell). Not to mention the warrant would be placed based on the owner of the plates meaning it might not even be for the correct person. In many hit and run cases, nobody was actually recording the scene and so not only does the driver successfully flee, they'll likely never be caught. Luckily the motorcyclist happened to be recording and chose to pursue the person. There's a definite risk/reward involved in doing so, but him pursuing that person may have also saved other people from injuries as well. All it takes is a small bump from behind to seriously injure someone. Not to mention the driver may have been under the influence and they very possibly could have continued driving as they were if nobody chose to pursue them. It's dangerous, but it very rapidly gets the person off the streets and into the hands of the police.
I assume the logic was that if they tried to escape your first attempt at blocking them (with other drivers, to boot) that one might think that they could actually be possibly dangerous since you can't necessarily a tell the motive for them not wanting to accept justice, and that he was escorted for the video evidence to better clarify where the accident occurred to see if any reports of an injury at that intersection had happened in order to link them together? I'm not familiar with French, unfortunately, but that's what I got out of viewing it.

Generally speaking, people have morals and a sense of what is right and wrong. If you hit someone with your car, most people would immediately be horrified and overcome with a sense of guilt, and stay at the scene as they should. An accident is an accident. However, sometimes the response to flee is so strong that you make a bad decision, and it ends up snowballing into more bad decisions. Some people will immediately start creating a negative feedback loop in their head of how fucked they are, until the only logical response at that moment is to just run away as fast as possible. At that point, you are no longer thinking, you are operating on pure instinct.
In the bikers defense - If he only filmed it, got the number for the car and such, there would be a long wait time, possibly, till they get the guy and even then you gotta look for him, prove it was him driving, file paper work. It would probably time months to do and probably avoided the driver causing more of these kinds of accidents. I am all for police doing their jobs but sometimes people have to get involved if they can handle it.
