...no? every theme he wrote is perfectly fine, even in the basement theme there is a recurring motif and it's actually quite hard to get a sense of consistency with a track like that.

Uh, the good basement theme (and all the RE1 soundtrack) were done by Takashi Niigaki, the guy who was the ghostwriter for Samuragochi. Niigaki was composing 'Samuragochi's work' since 1996.
Yeah the Director's Cut version was the one that was actually done by him (which is why it's so much worse).
I honestly can't believe Capcom actually okayed this. Like did they even listen to it? :v:
i thought it was just a midi instruments got swapped and it went unnoticed

Actually no. All the music for the Dual Shock Ver. (including the shit basement theme) were done by Takashi Niigaki, while the original music (including the good basement theme) were done by Makoto Tomozawa, Koichi Hiroki, and Masami Ueda.

I imagine that back then, the developers had to watch what they do among themselves and the execs/publisher part of the company only step in for notable factors or censorship in the localization and so forth. I could be wrong though.
But then we still get games with fucked up things due to tweaks / remnants left on the cutting room floor before launch that they didn't realize they fucked up on like Destiny's story, and massively buggy triple-A titles, so I guess even the publishers just sort of shovel things out to make a profit and even the devs aren't really cohesive enough to catch this shit.
Japan has this business culture where seniority pretty much guarantees you power, sometimes even if you aren't qualified for it. The guy may have just been around long enough to make people uncomfortable with the idea of refusing his work.
