I'm not sure I understand what his gripe with mods were to begin with. Mods are, and always have been sprinkles to a vanilla game. His talk about how they diminish the value of a review doesn't make any sense because you're reviewing the base game as it stands, and nothing else. The whole "What mods do I need to play this" rant made even less sense, because often times you need mods to play older games these days or the wont run otherwise.

Change to a different resolution.
Anyone know what game he's playing while he's talking almost at the start of the video?

I think his point is that mods open up a discussion of whether a game is the correct version before mods.
I never even bothered playing much into skyrim until I had lots of mods loaded because they added things that I felt SHOULD be included. If I reviewed my current build of skyrim with 245 ESP's and countless texture and mesh mods I'd rate it really well, but the vanilla game is pretty bad in many ways in vanilla mod. Even just the bug fixes involved with mods makes the game feel shamefully broken.
What is the "definitive" version of a game which should be reviewed? Some people won't bother playing a game until some mods come out for it. And many people who wait years to play a game to use with mods which can change the visuals or gamplay for the better, won't perhaps appreciate the game in it's original form.
I think his feeling is that mods are good. But their impact isn't completely positive since it causes some people to assume all games are incomplete until the modding community steps into solve things. Think about his movie analogy, I know some people who wait until a movie is much older to see if a directors cut comes out because they feel that's the definitive version. But won't see some films in theatres because they feel they are not the "true" version but kind of an incomplete version. And I agree with him that that can be a problem among fans of games and films together.
