It's quite practical down to a squad-based standpoint. Have a spotter up on a hill and have him nab targets that could be sitting behind armor.

It's impractical for everything except moderate ranged anti-materiel duties performed by a pair (I assume - if it is anything like the NTW-20 it probably comes apart into two man carriable packs).
And even then, only when air support could not be used for whatever reason.

Apparently almost [B]four and a half kilometers[/B] "maximum range" - out that far you'd be hard pressed to hit the broad side of a barn with it. The effective range would probably much lower.
Given that it apparently fires 20x102mm, that would put its effective range somewhere under half the stated "maximum" (~1700m if I was to make a guess).
So yeah, only really useful in very specific scenarios.

A 20MM will NOT be able to penetrate a tank, but maybe light vehicles, APCs, or emplacements.

If it was WW1 or early WW2 then sure, fat chance against any modern MBT or APC worth their mettle.
It's meant to take out ... materiel, as its role implies. That's unarmored stuff like trailers, light vehicles, grounded aircraft, generators, fuel silos etc.
