It's a semi crosswalk kinda thing, it's part of the pavement that sticks out into the road designed to give way to oncoming cars to slow down traffic, or even partition a row of parking bays.
I don't see many designed like that with a crossing attached, if at all.

It's basically a speed controller, designed to slow down traffic within the area, sometimes they throw crossings into them just to make them multi-purpose.

It just so happens there's a crosswalk on it. You usually get these traffic islands in pairs, usually in residential areas. One direction has priority over the other direction, it's to make people slow down.
Funny story, one of my sister's friends once did exactly like in the video, because there was a cycle path through it (which is less than half the width of a car) and she thought it was just a narrowed bit of road.

I'm pretty sure they were both at fault. The guy driving from the camera's perspective simply shouldn't have been going so fast so close to the guy infront. The guy coming from behind appeared to be doing the same
