Maybe this is the card that everyone thought was the GTX590.

No, the GTX 590 is on two GF110 architecture cards, not the GTX 460's architecture.

SLi maxes out at 4 GPUs AFAIK
anyway I don't think you can use multiple of these, the original 460 doesn't support more than 1 SLi connection
Wow, so this is the GTX 590? And was this the same card EVGA was showing up at some show that everyone thought was the GTX 590

I'm guessing the price will be ~350-375, if they want to compete with simply buying two GTX 460's.

Definitely getting this - a cheap Nvidia card that can feed 2 monitors and a TV simultaneously is exactly what I have been waiting for.
I take it this will work in dual GPU mode on an AMD chipset?

What do you mean? Like on a motherboard that doesn't have an nForce northbridge? Yeah it should work fine, I believe that this thing does not require an SLI supported motherboard, one of its biggest pros.

I'd assume this is an EVGA non-reference design only. Good to see them standing by their motto again.
