I have recently bough a good computer, mainly with the intent of being able to run recent games on it, but for some reason any game that require some amount of graphical capability runs at about 10 - 15 fps.
A good example of this is Assassin's Creed IV Black flag. Despite being on all the lowest graphical settings, the game runs anywhere from 12 - 15 fps, sometimes lower when its raining and the like. As you can see from the image included below, I meet all the recommended specs for the game.

I would first have updated the drivers for my video card, but I have had trouble finding any Windows 8 drivers (I run Windows 8.1) on their website. I updated their Catalyst Control Center, although I don't think that also updates the drivers. It should be noted that I use two monitors, although I have tried setting only one of them to be used, with no affect on performance. Can anyone think of anything else to try? I'm out of ideas.
To be perfectly honest, that is the performance you can expect from your system.
You should not rely on websites such as the one you've used, as they generally just compare meaningless numbers (such as with the CPU, I'm almost positive it only compares frequencies, and, if it's really dumb, launch-dates). For example, the A10-6700 is not as fast as the Phenom II X4, nor is the HD 8670D anywhere near as powerful as an GTX 470 or an HD 5850, it is closer to a GT 440, which in return lands somewhere between a 9600GT and a 9800GT, graphical units that were high respectively mid-end in 2008.
They're weak components, designed to be as energy efficient as possible.
Seeing as you recently bought the system, obviously expecting performance fit for modern gaming, I suggest you get a refund.

Yeah. Build a system with an i3 and a 7770Ghz or 650ti. Will blow the socks off of that A10.

hopefully we could even get better cpu or gpu with that 500$ budget if possible (using the pc part picker site)
8 gb ram + at least 600gb storage should be all he needs
ironically even if he had this kind of rig AS4:BF still wouldn't run all that well

Eh, by console standards it would still be playable.

Honestly you're not going to get better than an i3 and a 7000 series or low end 600 series with that budget. That being said, it will still be far better than a console.
