I believe under the concept of universal, it is implied that the convention is distributed including on the server in general access.
While i do agree that the punishment for talking in another language is severe, the article you are referencing doesn't hold up on a server that could be in another country all together. The fact that the rules are not readily available for players to read and understand infuriates me. but honestly, who wants to play on a server that the first punishment for breaking a minor rule is being banned with no warning?

Doesn't work quite like that unfortunately. Server owners are generally allowed to set whatever rules they want and kick/ban anybody for any reason, along the lines of treating their server as their own personal property.
Enforcing language rules may seem like a dick move, but it's important that server admins/mods be able to understand both what you're saying and doing. In any case, you're more than welcome to select another server to play on. If you're running into conflict with the admin team of a server over small stuff like this, it's not likely you will be having fun there anyway.

There is literally nothing we can do, Garry can't shut his server down, nor ban him.
The Police don't give two shits about some guy kicking a player from a game just because he speaks another Language.
And I am sure the UN is busy with more pressing matters.
I only want that anyone who has logged on to the server can speak the language in which he wants, no one talks about cocaine or legal proceedings, server shutdown or criminal prosecution, only the rank of which everyone is talking about so actively.
French is allowed probably because the owner is a Native speaker and maybe it's a French native server that allows English users, as it is a pretty much a Universal language at this stage, it's being taught nearly everywhere and nearly everyone knows it.
It would be dumb trying to kick English users.
I do not like the first day on this server, I like it but yesterday's innovation affected almost all the Russian speakers, it was spontaneous and justified, one player did not like the fact that there are messages in Russian in the chat, although before that there were a lot of messages in French and German, and they did not cause absolutely no resonance, and I write here because I hope that the administration of the game can help me in solving this problem, I wrote to the server administrator and he gave me a short answer throwing me into the black list

This so much of a non-issue that it's ridiculous.
Garry is not going to waste his time asking a server Creator (who he can not legally force) to let Russians speak on his server.
He has more pressing matters to worry about, like for instance, the giant merge of his forums that happened a day or two ago, or how about Garry's Mod and Rust? Keeping those up to date?
What about the new game he is working on? Projects he is overseeing? A company he is running? A forum he is running?
No one is going to do anything about this, you are just wasting your time.
Just find another server.
Trust me, I highly doubt the majority of Russians or any non-English/French speaking users give this much of a shit about this as you do.
They probably just found another server or maybe they just don't speak in the chat.
