Submitting false documents to the city's Department of Buildings for construction permits is a misdemeanor, which can carry fines of up to $25,000. But real estate experts say it is often flouted with little to no consequences. Landlords who do so get off with no more than a demand from the city, sometimes a year or more later, to file an "amended" form with the correct numbers.
Maybe it needs to be turned into a more serious crime then if you have situations like this cropping up???
Reportedly he had hundreds of units which he claimed were not rent-controlled - which were. He could be charged for tenant fraud for each rent-regulated tenant he fraudulently claimed was not. That's potentially hundreds of charges. He's also filed false security check documents with the FBI - which is a felony. All that in addition to the false documents he submitted - which could allow the City to repossess his property on the grounds that he never had the correct documentation filed for it to begin with.
