So I make a rank in ulx for Owner and Game-Master but only superadmin can do it I don't know how to make it so certain ranks can spawn things. Please Help.
Did you check the fpp/darkrp categories inside ulx's group permissions?

If you have darkrpmodification-master its in the darkrp config editor. Then you can use URS to restrict who is able to spawn weapons. I said it very vaguely so if you want more detail I will, just ask.
