Haven't watched the video yet, but I'd say maybe after Metroid Prime 4. Kensuke Tanabe became producer of the Paper Mario series after TTYD, and he's currently got his hands full with Prime 4, so I would say a new Paper Mario is a long way off unless they get a new producer. It's also Intelligent Systems we're talking about here. While a full on RPG Paper Mario would be nice, that may be be asking too much of them as they probably have most of their developer resources focused on Fire Emblem right now, which is their bread and butter. I'm pretty sure they'd rather play it safe and make a new FE that many will buy in droves than take a risk and make a "proper" Paper Mario that people may not like.
There is no hope for Paper Mario as long as Miyamoto is in charge. He's the one who decreed Mario games should only feature existing characters, so until he's out you're stuck with Bowser's kids, Goombas, and Koopas. He also is responsible for the dumb sticker system and pulled all the RPG mechanics out of the Mario+Luigi series. Jump Up! Superstar! had more verses to it which referenced a bunch of Mario stuff, but it was decided that the references wouldn't be understood by casual fans so all you get is jumping and collecting coins.
Miyamoto is also the reason they wont make another FZero. Hes done good things for Nintendo and made some beloved franchises but damn dude step aside and let someone else put some fresh ideas into the games.
It's sort of ironic that Miyamoto has become an old guard in few years.

They wanted to make the references subtle because in the translation of it, it's a just a mouthful
What RPG mechanics were ripped from M&L? I recently bought Dream Team and have been playing it, and it seems to be pretty rpg-oriented still. There's more gimmicky 2D platforming segments, but the core battle and overworld mechanics are mostly unchanged from Superstar Saga and the other earlier games, from what I can tell.
His reasoning for F-Zero not getting a new game is so ridiculous, from saying that there were no more gimmicks they could put into the game to needing to make a controller specifically for the series, like I don't care if you add any new gimmicks to F-Zero or not, I just want a sequel to the series. Even if you're not gonna do that atleast make a remake with the EXpansion Kit tracks/editors and even include 30 player multiplayer. If you're gonna be bothered to do a remake of the LoZ N64 series and Luigi's Mansion then there's nothing stopping you from doing that.
Not to mention that Miyamoto clearly doesn't mind making the same sort of games over and over again. The whole "New" Super Mario Bros. series is practically proof of that. Outside of the obvious visual change, there is pretty much nothing in the new series that separates it from the older NES games and SMW in terms of core gameplay. The only thing I can think of is being able to play with multiple people at the same time. And then we have Star Fox being practically the same game over and over again outside of Dinosaur Planet (which we won't talk about...). The only difference being Zero's terrible implementation of gyro aiming.
