If this were occuring in somewhere such as South America or in an African/Eurasian nation not aligned to Western interests people would be calling this out as bullshit. What crime has he committed that's so heinous as to warrant a relentless pursuit? It's clear that Catalan society is after further autonomy or it wouldn't be electing politicians/parties in favour of independence. Even if it's illegal there is no need for such a heavy handed approach as the Spanish government have taken on.

While I agree on your general remarks, I wouldn't call it relentless pursuit.

The Spanish authorities sent out an arrest warrant for Puigdemont and he was about to be arrested in Sweden or Finland (where he had travelled from) so instead the German authorities were obliged to arrest him. It's not clear yet whether he'll get extradited as the charges against him aren't that 'heinous' (they're about financial so he might also be freed soon if the warrant isn't that convincing. One thing to note is that the Spanish authorities recently charged several members of the current government with corruption so I think there's a very good chance Puigdemont will get a fair trial, but it's not up to Germany or any other country to make that decision for Spain – they're forced to aid Spain in this and can't let politics get in the way. It's a crappy situation to be in but hopefully the Spanish court will get that warrant double-checked very soon. Honestly though, if you're wanted by your home (neighbouring) government and don't want to be arrested then you should probably not travel around through several countries and hope for the best.
...He is wanted for sedition, rebellion and misuse of public funds, pretty big deal (and the equivalent there in Germany would be high treason, from 1-10 years to 10-life prison depending on seriousness)
