{Portal 2} Is it possible to change the portal linkage ids in hammer?

I want to be able to change the portal linkage id through hammer. I was trying to accomplish this through a point_servercommand entity, however this requires sv_cheats to be enabled. Is there any way to do this without using point_servercommand?
