I confirmed that people can join using the console and that there is no firewall blocking anything. Is it a problem with the game or could I have forgot to do something?

Is your server using oxide? Are the necessary ports open for it to appear on the list aka connect to the steam server list?
I'm not using Oxide. From what I went off of when setting up the server, there was no mention to a port for connecting to steam's lists. It Just said to open 28015 and 28016 for rcon.

So it turns out to be an issue when running the server from another computer on the same network. It doesn't show up on the internet or local network tabs, but when I added it to my favorites using the ipv4 it responded. Not quite sure if this is a bug or what, but at least I know it's showing up.
