Maybe, but it's also completely plausible that the Russian government would seek to kill family members of defectors. The whole point of the assassination of defectors through means that make it readily apparent that the Russian government was behind it is to send a message that you're not safe. No matter where you run, they can track you down and kill you, which is an understandable deterrent against possible future defectors. It wouldn't be too hard to imagine them wanting to take it a bit further, and make the message be that they'll track you down and kill you, and maybe your family too. It should also be noted that Skripal's wife, and his only other child besides Yulia, are both dead, so Yulia is probably the one and only family member they'd have to target if they wanted to make an example of him.
