Very un2018 for a world leader to be able to discuss something like this at length and not come off as an imbecile
He's also given money to US scientists to relocate to France, along with the promise that France's government won't actually hate and despise their work.
Kind of interesting stuff and something that should be pretty nice for the EU and western world in general.
I don't get why other countries aren't doing the same thing really. The UK and Canada for example, being English speaking, would be in a great position to say "hey has a certain government fucked you and your work over? Come and work here 😁"
I think when we're talking academics Canada still allows Americas to get in pretty easily, and if you're a business owner or something you basically have a ticket to anywhere you want. Just needs to be advertised better.
Australia would probably be fantastic for trying to apply succ to the brain drain as well, because their economy is pretty legendarily stable and their finances would allow for throwing a lot of money at this.
