Try running rust/EAC as administrator, if that doesn't work you can delete EAC folder from rust directory and verify game files integrity.
Which Windows do you have? Could you screenshot the 'winver' command window? (https://kb.netgear.com/20246/Using-Winver-command-to-find-the-Windows-version)
