Stopping velocity scrolling when the ctrl key is pressed

I'm using KDE running on linux mint.

One thing that really annoys me when I'm writing code and web browsing is that when I'm scrolling around a file and need to use a hotkey, when I hold down ctrl everything zooms in or out depending on which direction I'm scrolling. Is there a way to stop the velocity scrolling when the ctrl key is pressed (without disabling velocity scrolling altogether)?
