Promote/demote categories based on populator (stackexchange style)

Preface: this might be a terrible idea:
Rather than trying to fit a square peg into a round hole when it comes to the defined subcategories, why not have it select the most popular categories to surface as subforums? So if I made a thread on GTA, i'd tag it Grand Theft Auto, and if it's in the top whatever% of categories, show that as a subforum rather than a category tag in that forum

so using this as a shitty example: The meta threads wouldn't be in GD because they've been promoted to a subforum, "Reorganize GGD subforums" and "Fitness apps" weren't given a category, and drugs and cars would be in GD with their category tag because they weren't popular enough as categories to get promoted to subforum
so instead of a forum admin deciding on which subforums to make, the community would, in a way, vote on what should be made?
and then once a threshold is passed, the forum server will make a new subforum by itself?
Things also come and go in popularity.
let's say we make enough overwatch threads that the forum is triggered to create an overwatch subforum.
Now let's also say a year from now people fucking hate overwatch and the game dies. Now we have a subforum on the homepage that is dead.
What happens to the subforum? does it dump all it's content back into GGD to declutter the forum home page?
yes
if it's popular enough to warrant a subforum it gets removed from that parent forum. if it falls in popularity, it gets demoted and turns back into a tag in parent forum
