Mild Variation and Choice in Tf2 cosmetics is nothing but a good thing One could use the Mistaken Movember and the Soldiers Stogie to create the same look as the Cuban Bristle Crisis. But I think most people would rather have one item that fulfils their needs rather than two items as it allows for more loadout possibilities. Also the weird logo on the bandana and the beard clipping through it is enough to warrant its own item, let alone the scar and the different beard. That and the item is clearly based on the TFC Soldier from the Comics, so having the bandana beard combo in one seems like a desirable enough item and covers a specific theme.
