Medics can literally live under water - two medics can heal each other faster than they take drowning damage
This is the most Reddit thread I've ever seen on this forum.
Seeing as how they would still drink water I would guess the water would slowly be replaced by Jarate and eventually the medics would take mini-crit damage. If you're completely submirrsed in Jarate I'm guessing you would take more than just mini-crit damage but we obviously don't know for sure.
