It will help alot the gap between spear and bow. Sometimes 50 cloth is very hard to find and most of the times you die so fast as a naked before you can even craft a bow.
Your idea seems more like a slingshot as opposed to a sling. If you actually meant a slingshot, I believe you would need rubber rather than cloth. Where as the pouch and cord Sling would need more cloth.
Nit picking aside, not really that great an idea as is. The way you pitch it, it seems suggested merely for a easily crafted ranged weapon.
Its not to say I personally don't like the idea(though me disliking it means squat). I could see a sling/shot being fun to use if some sort of smoke pellet was implemented along the line. Not as long lasting or "powerful" as an actual smoke grenade but still handy to plink off as an out of nowhere distraction.
