You'd have to make your own version of it. To display the a "ban message", you can use the following hook: GM/CheckPassword
I have no feeling of using ULX, making own ban management.
Can I run it when the player is already connected, or it will just prevent banned player from joining? Can't see any string argument related to message showed to client.
