TTT weapon leveling/special weapon powers

so is there a addon to level weapons up and make the weapons unlock special powers like +13 damage or something like that, and also global levels to unlock special items.

I suppose you're essentially asking for what TTT servers like FRG, Moat, and NTG have done. This essentially all started with NTG and Moat/Devs and the owner/devs of FRG made NTG's idea better and more polished. Their weapon system pretty much has different rarities that could have random stats for any gun, then networking it to the player.
